NPS உம் நீடிக்கும்.

         24.8.24 அன்று மத்திய  மத்திய அரசாங்கம், 26.5 லட்சம் மத்திய அரசு ஊழியர்களுக்கு ஒருங்கிணைந்த பென்ஷன் திட்டத்தை அறிவித்திருக்கிறது. இது தொடர்பான அறிக்கை முழு விவரங்கள் கிடைத்த பிறகு வெளியிடப்படும்.

  UNIFIED PENSION SCHEME

The full scheme as finalised by the Union Cabinet is not yet known. We will wait for the issue of OM by the Pension Ministry. Based on the announcement in the Press and the FM presentation in Parliament during budget we give the tentative comments as under: 

1. The discrimination between OPS and NPS mainly in the shape of 10% of Basic Pay + DA shall continue. The Finance Minister's statement while presenting the budget that fiscal prudence will be maintained is followed. 10% of recovery every month denotes this negative trend only. The struggle for restoration of OPS shall continue.

2. Average of 12 months and 50% to those who completed 25 years of service and reduction as per lesser service up to 10 years is another negative point in the decision. Under OPS, 10 months average or Last Pay Drawn, whichever is higher is taken into consideration. Also the discrimination between 25 years service and lesser service up to 10 Years is not in OPS as per 6th CPC recommendation implemented by the Government. The struggle on this point to continue.

3. Date of effect is mentioned as 1.4.2025. What about others retired prior to this cut off date? 

4. 60% family pension is announced. Under OPS full pension will be continued for a period of 10 years either from the death or from the time of retirement, whichever is earlier. Instead only 60% of the pension will be given as family pension!  But where is the periodical updation after 80, 85, 90, 95 and 100 years given under OPS?

5. After every CPC, the pension and family pension are updated as per formula recommended by the CPC. There is no mention of this updation in the Unified Pension Scheme approved by the Cabinet now. 

6. Even the decision is due to the struggle, political compulsions of the Union Government. But even while announcing, the Government has taken care of 10% recovery in the name of fiscal prudence. 

7. The struggle to end any discrimination with OPS shall be carried ahead!

UNIFIED PENSION SCHEME - NOT AKIN TO DEFINED BENEFIT PENSION SCHEME.

BUT SURELY ONE STEP FORWARD.

GOVERNMENT COMPELLED TO MAKE SOME PROGRESS IN THE NPS DUE TO MOUNTING PRESSURE EXERTED BY EMPLOYEES OF CENTRAL, STATE AND PSUs, CENTRAL TRADE UNIONS AND ALSO BY PENSIONERS THROUGH RELENTLESS STRUGGLES 

AND ALSO DUE TO THE POLITICAL SETBACK OF BJP IN THE LAST PARLIAMENT ELECTION IN WHICH BJP COULD NOT GET MAJORITY.

Dear Comrades,

The decision of the Union Cabinet to introduce a Unified Pension Scheme from 01-04-2025 was communicated to the JCM Staff Side leaders in the meeting held on 24-08-2024, participated by the hon'ble Prime Minister, Finance Minister and the designated Cabinet Secretary.

The salient features of the UPS  are;

1. It is contributory and 10% pay + DA will be recovered from the salary. The government contribution is slightly increased to 18.5% from the 14% in NPS.

2. Guaranteed pension of 50% of the average of the 12 months emoluments for those completed 25 years service. Pro-rata pension to those with less than 25 to 10 years service.

In the OPS full pension for a minimum 10 years service which is calculated 50% of last pay drawn or average of last 10 months which ever is beneficial to the employee.

3. Family Pension will be 60% of the pension

4. Minimum pension will be ₹ 10,000.

5. Dearness Relief will be there as per the consumer price index for industrial workers.

6. Apart from Gratuity additional benefit of 1/10 th of the salary for every completed six months of service.

Remember that 10% of the salary is recovered.

6. There will be option for the existing NPS pensioners to switch over to UPS.

No additional pension at 80,85,90,95 and 100.

No mention about second level pension.

Nothing is mentioned about those retired before 01-04-2025.

No mention about the periodical pension revision.

So in a nutshell it is just some progress from the NPS.

We have to wait for the detailed order to know more about the new scheme.

NO DOUBT, WE HAVE TO CONTINUE THE STRUGGLE UNTIL THE OPS IS FULLY BROUGHT BACK.
