MAKE THE PROTEST ACTION ON 3RD APRIL A GRAND SUCCESS.

Dear Comrades,

            In the name of validation of CCS(Pension ) Rules, the Central Goverment has adopted an amendment in the CCS (P)Rules and made it part of the Finance Bill, 2025. The same was got passed by both Lok Sabha and Rajya Sabha on 25th and 27th March, 2025, respectively.

          The Central Goverment, through this legislation is empowered to differentiate the pensioners in to various sections based on the date of their retirement to deny the benefits of the pay commissions. The goverment can also decide from which date the recommendations of the pay commissions are to be implemented. The intention of the government to deny the benefits to the past/ present pensioners is thoroughly exposed throgh this legislation.

              It is a blatant violation of Article 14 of the Indian Constitution and challenges the landmark judgment of the Constitution Bench of  Supreme Court on 17-12-1982 in D S Nakara case. The Supreme Court had ordered in no uncertain terms that dividing the pensioners on the basis of artificial cut off dates is discriminatory and violation of constitutional provisions.

                It is a naked and cruel attack on pensioners and their hard earned rights. Naturally there have been widespread anger and anguish against this latest onslaught amongst the pensioners.The futile attempts of the goverment to pacify the pensioners through the statement of hon'ble Finance Minister and Secretary, DoP& PW in the virtual meeting on 29-03-2025  lack credibility.

         NCCPA has rightly called for a Protest Demonstration throughout the country on 3rd April, 2025, as a first step. More organisations, though not affiliates of NCCPA, like AIBSNLPWA, SNPWA are also joining the Protest Demonstration on 03-04-2025, which is to be held before any Central Goverment office at the district head quarters. A memorandum to the hon'ble Prime Minister is to be submitted to Head of the Office signed by all district/ local secretaries of the participating organisations. ( The draft of the memorandum is sent herewith ).

                 All the AIBDPA units are requested to get in touch with other affiliates of NCCPA and other willing organizations urgently and mobilize maximum pensioners so that the protest is made a stupendous success. Reports and photos be sent to CHQ and NCCPA.

Let us defeat the nefarious move of the goverment.

Let the protests galore until the legislation is withdrawn.
